Summary: The Indian Police System which is based on the 1861 Police Act was designed to meet the normal problems of law and order but with the changing scenario, the police in India has to equip itself with the latest techniques and skills to meet the new challenges. The credit for this to a great extent goes to the IPS. The Indian Police which is more than a century and a quarter old has tried its best to meet the growing challenges. Since recruitment is based on Macaulay's philosophy of generalist civil service, it is only through training that this service can be equipped with the skill and the techniques needed to meet the challenges facing the law enforcement agency. Since police is a state subject, the responsibility of training nearly 99% of the police personnel rests with the state government as the IPS constitutes not even 1% of the total police force of a state. However, in view of the fact that these officers occupy top positions in various police forces, the subordinate staff look to them for leadership and try to follow their footsteps. Therefore, though the number of IPS officers is very small, great significance has been attached to their training in view of the role that they play and the influence that they exercise over the subordinate police personnel. The young author Miss Kaneez Zehra is a lecturer of Public Administration in Shadan Degree College, Hyderabad. She is very hard working and meritorious with an academic distinction of First Division in graduation and post graduation. The degree of M.Phil. was awarded to her in 1992. Currently she is working for her Ph. D. on 'A Study of Administration of Laws Pertaining to Crime Against Women in India'.
