During thelast twodecades the country has advanced in many directions, butthere hasbeen a definite decline in the standard and quality ofpolicing. Acrisis is enveloping the countrys law enforcementmachinery.Increase of violent crimes, acts of terrorism aidedbysophisticated devices, inadequacies of the criminal justicesystemcompound the challenges before the police. Police is the most enduring and ubiquitous symbol oftheGovernment and the people often judge the functioning oftheGovernment by the way in which the police function. Decline inthequality of law enforcement is coupled with blatant misuse ofthepolice by the politicians for their partisan ends.Unfortunately,for a variety of factors police serve the ends of theregime inpower and do not function as upholders of the rights ofthe peopleand fail to display ethical and moral responsibility thatgo withthe possession of wider powers. There is now demand from thecivilsociety for greater police accountability and systemicreforms. I do hope that this collection of articles will evokeinterestamong academics, law enforcement officers, human rightsgroups andwill help the cause of eVolving appropriate strategies todeal withthe problem bedeviling law enforcement.
